Digital Training and Capacity Building Leader

Gloria Huang is a widely recognized strategic thinker on social technology, online communications, community engagement, and organizational change. She is an experienced public speaker and trainer, particularly on the use of social media for disaster response and community preparedness. She is currently the Digital Training & Capacity Building Lead at the Federal Emergency Management Agency (FEMA), where she oversees the advancement of digital communications proficiency in the FEMA workforce. Previously, she worked for four years at the American Red Cross as the Senior Officer for Humanitarian Social Engagement. 

At the American Red Cross, Gloria pushed the social engagement strategy for the organization to the next level. She trained hundreds of staff and volunteers on using social platforms to fulfill the Red Cross mission and created the backbone for the Digital Operations Center, a first-of-its-kind command center that provides critical situational awareness for disaster response. For this work, Gloria received the Red Cross Presidential Award for Excellence in early 2014.

Today at FEMA, Gloria continues to pursue new implementations of training and digital technology to improve the way the agency fulfills its mission of helping people respond to and recover from disasters.
